SWFC
By Laws
Section 1
Teams
1. Any team wishing to compete in the SWFC must
contact the commissioner, northern or southern division rep.
2. Any team wishing to compete in the SWFC must provide a playing field;
referee’s, insurance and will host the game when it is designated as the
home team.
3. Any team that competes in the SWFC will not
vandalize or destroy any of the host team facilities used to accommodate
the visiting team. If such matters do arise SWFC and host team will have
the authority to prosecute and recoup losses to the full extent of the
law.
4. Any team that competes in the SWFC that does not show up for a
regularly scheduled SWFC game will forfeit that game and every win
preceding that scheduled game for that season.
5. Any team that competes in the SWFC that does not show up for a
regularly scheduled SWFC game will pay home teams field and referee
expenses for that scheduled game within 30 calendar days. The host team
must send a certified letter with expenses and receipts to the team
owner. The 30-day count will begin on the postmark date of the certified
letter.
6. Any team that competes in the SWFC that does not show up for a
regularly scheduled SWFC game twice in one season will be subject to #4
and #5 of section 1 of the SWFC by laws and a permanent ban from the
SWFC solely at the discretion of the SWFC president.
7. Any team that competes in the SWFC will have a roster freeze and may
not add players after game three of the regular season who have played
with any other minor league football team in any league in the same
year. Teams may not play a player on his team who owes previous teams
equipment or monies prior to their departure from that team. Said roster
freeze will stay in affect until current SWFC regular and post-season
play is complete. (A violation of this bylaw can result in suspension or
ban from the SWFC)
8. All teams participating in the SWFC will be chosen by the Board each
year. Not all who apply to the SWFC will be accepted.
9. No SWFC team, it’s members or staff will poses any alcohol, tobacco,
firearm or controlled substance while participating in a SWFC game or on
the premises of one of its members facilities.
10. All SWFC teams who are designated, as the home team must videotape
the scheduled game and provide a copy to the SWFC office for archiving.
11. All teams that participate in the SWFC must have an application on
file and must have paid the $10 processing fee to participate.
12. All teams that participate in the SWFC will pay a league fee due in
the league office on or before game one of the season they are
participating in.
Section 2
Coaches/Players
1. Each team must have at least a head coach and two assistants.
2. Each team must have 25 plus players on its roster by January 31 each
year to compete in the SWFC.
3. A player must be 18 years of age to compete in the SWFC.
4. All participants in the SWFC must sign a SWFC waiver of liability to
compete in the SWFC. Owners must have each player and coach on his team
sign a SWFC waiver of liability.
5. All coaches and players are subject to suspension and or being
permanently banned from the SWFC with “just cause” and “due process”.
6. No coach or player may use profanity while speaking to or about an
official during a SWFC scheduled game.
7. No coach or player may verbally or physically threaten a SWFC
official on or off the field, during or after a SWFC football game. If
such matters do arise SWFC and official(s) will prosecute to the full
extent of the law. Involved participant(s) will be removed from premises
and possibly arrested depending upon severity of incident.
8. All SWFC disciplinary action against coaches and players will result
in regular and or post season game(s) suspensions and #7 of Sec. #2 at
the discretion of the Board.
9. If a coach or player is ejected or suspended from a SWFC regular or
post-season game he will not be allowed on his teams’ sideline during
the scheduled game he is ejected or suspended from.
10. Any coach or player wishing to appeal his suspension must have video
evidence of the incident to do so. Other wise the commissioners decision
will be based upon information provided to him by head official of the
SWFC and the northern and southern division reps. (The northern and
southern division rep will gather recommendation from head coaches in
their divisions)
11. A player cannot appeal an ejection from a game. An ejection is
solely at the discretion of the officiating crew of the game.
Section 3
Game rules and officiating.
1. All SWFC games will have four twelve-minute quarters.
2. All SWFC games must have a minimum of five officials officiating a
game.
3. All SWFC games will follow NCAA rules with exception of specified
modifications.
4. A player in a SWFC game will only be considered down by contact from
a player from the opposing team.
5. Only a head coach or designated team captain may address an official
during a SWFC game. Those individuals will be present at the coin toss
so the referee’s, coaches and players know who each is from the opposing
teams.
Section 4
League Administration
1. President –

3. Secretary – The secretary will take and keep current minutes from all
SWFC meetings. He will also file and keep current all necessary state
and federal documents in a timely fashion. He will also provide a
monthly newsletter to all SWFC teams.
4. Treasurer – The treasurer will be responsible for handling all SWFC
monies and financial reports. He must also provide a monthly report to
all SWFC team owners.
5. Commissioner – The commissioner will oversee all game time
situations. If two teams or the white hat cannot resolve an issue, then
the commissioner will be the arbitrator. (While the commissioner cannot
be present at all games he must be available by phone during all
scheduled SWFC games.)
6. Head Official – The head official will be the league contact for
officiating crews who officiate SWFC games.
7. Northern, Southern division reps – Each division shall have a rep.
Both reps shall be each head coach’s proxy to the Board. Each rep will
make recommendation to the Board based on information gathered from head
coaches.
8. League Journalist – The league journalist will write and submit
articles to various news agencies for the league.
9. Webmaster – Webmaster will maintain and update SWFC website.
